Members of PMRB Benguet sign resolution declaring the first Minahang Bayan in Benguet
January 15, 2019, Caucus Room, Benguet Provincial Capitol Building II. Members of the Provincial Mining Regulatory Board (PMRB) of Benguet signed Resolution No. 001, s. 2019 declaring the applied area of LIPMA in Loacan, Itogon, Benguet as Minahang Bayan (MB).
The resolution stated that the area applied for by the Loakan Itogon Pocket Miners Association (LIPMA) covering 64.6486 hectares has been evaluated and given clearance by the office the DENR Secretary.
However, only 56.2072 hectares of the said area was declared as MB since it does not require the Free Prior and Informed Consent (FPIC) process because it is within the patented mining areas and was already given consent by the patent owner which is the Benguet Corporation.
The remaining 8.4414 hectares require the FPIC process.
The resolution also mentioned that existing small scale miner associations operating in the area shall be given preference in the awarding of SSM contract/s.
The board is looking forward to declaring more MB areas soon. They have scheduled to meet again to discuss the Guidelines on the Application and Awarding of Small Scale Mining Contracts.
