FIRST MINAHANG BAYAN IN APAYAO DECLARED

On February 4, 2020, at the Governor’s Conference Hall, Capitol, Luna, Apayao, members of the Provincial Mining Regulatory Board of the Apayao Province, chaired by the Regional Director of MGB – CAR, signed Resolution 001, Series of 2020, declaring the applied area of Ms. Olivia Catral at Manag, Conner, Apayao as Minahang Bayan subject to the submission of FPIC.
Ms. Olivia B. Catral first applied for her MB at Manag, Conner, Apayao on March 4, 2014, and after completing all the requirements and evaluating all the pertinent documents, the Secretary of the Department of Environment and Natural Resources, Roy A. Cimatu, issued the clearance to declare the MB.
The governor of the province, as well as the municipal mayor of Conner, however, made it clear that if the standard of the MB is subpar and would result to degrade the environment, she would not hesitate to close the area. The Regional Director, however, reiterated that no mining operations would be allowed until they are issued with a People’s Small-Scale Mining Contract.
