CAPACITY BUILDING & GAD ORIENTATION HELD FOR LGUS AND SSM IN NEWLY DECLARED MB AREAS

On June 25, 2021,  the Mines and Geosciences Bureau-Cordillera Administrative Region (MGB-CAR) conducted a one-day orientation for Local Government Units and small-scale miners (SSM) of newly declared Minahang Bayan in Benguet.  This was attended by representatives from the Municipality of Tuba and Itogon and representatives from the Small-Scale Mining Groups – Loacan Itogon Pocket Miners Association (LIPMA), Gambang, Bagtangan, Goldstar and Benguet Federation of Small-Scale Miners, Inc. (Camp 6 Explorers Small-Scale Mining Assoc. Inc. (CESSMAI) and Benguet Golden Hills).

In her opening remarks,  Regional Director, Fay W. Apil emphasized that the main purpose of the activity is to capacitate the participants on the guidelines in the processing of small-scale mining contract.

Engr. Dino Sab-it presented the Guidelines on the processing and awarding of Small-Scale Mining Contract as per DAO No. 2015-03 or the Implementing Rules and Regulations of R.A. 7076 and the PMRB-Benguet Guidelines No. 1 Ser. 2019.  Highlight were the detailed step by step and flowchart process of accomplishing these requirements for the awarding of the Small-Scale Mining Contract (SSMC).  Ms. Vivian Romero discussed the Reportorial Requirements for  SSMC holders and presented the sample reports of Monthly and Annual Production Reports for the proponents to fulfil and submit to this Office.  Ms. Sheila Sanqui presented on the Gender and Development aspect, on how it is applied and how it can affect the working tradition within the Small-Scale Mining Sector. She further discussed on Responsible Mining and showed videos related to this.

Mr. Sades Decaran of LIPMA shared some insights and knowledge that may help fellow Small Scale Miners on the processing of their application for their Small Scale Mining Contract.

In his closing remarks,  Engr. Alfredo J. Genetiano, Chief of the Mine Management Division, encouraged the participants to continue and pursue their applications despite the difficulties that they may encounter.  He emphasized the importance of securing a Small-Scale Mining Contract for the legalization of the SSM Operations.
